I don't think forcing your opponent to negotiate can be taken in consideration, except for the bullies. The relationship was damaged so badly that they refuse to talk in this moment.. Taking steps in improving this can be recommended: a better offer spiced with some friendly actions maybe, especially in the case of those who have nothing more to lose.

My relationship with them is fine - but they have always told me they won't negotiate, since they are not interested in any negotiated settlement, and indeed are quite comfortable with the war continuing indefinitely This is because they regard it as purely a war game, with no scope for anything else, including diplomacy.

This is exactly the same situation as with the original Hungarians, although, unlike Alrik in that case, I would not regard that situation as continuing past the cessation of the current Pecheneg nation.

If you attack three different nations and then never bother to make peace with them when all were willing to... you sort of lose your right to complain when they say to each other, "hey.. lets go get pay back together."

As far As I know the original Pechenegs (the so called Great Five) have never complained. Indeed, I understand they are quite happy with the current situation: they get to fight, pillage etc., which is what they like doing.

Oh I'm not saying that they are... but some people are on their behalf even if they would rather they not.
