As you all know, until recently I have been at war with the Roman Alliance, war which has however ended now. While with the Northern Alliance officially we have been on friendly relations.

However, I now wish to modify our diplomatic relations in accordance with the political reality of the day. In my view, Smolenks's diplomatic relations cannot be friendly so soon with kingdoms with which I have recently been at war, nore can they be friendly with kingdoms with which we hardly communicate.

Therefore, through the Neutrality Act I wish to inform you that the Grand Principality of Smolensk will change its diplomatic relations to NEUTRAL.

I of course advise you to do the same in order to avoid any diplomatic misunderstandings.

I do not wish you to think that this is a declaration of war, because it is not. It is merely my desire to keep our diplomats and the Principality's Chancellery aware of the real political situation.
