Is it feasible to require that each nation list the languages in which its leaders are fluent, particularly in the case where this does not include English. This will help distinguish the case where the leaders' characters refuse to respond from the case where the the leaders' players find it difficult to respond. In the latter case, if a language in which a leader is fluent is known, it would be possible to supply a translation of important messages.
