Your majesty, I will take this letter as an insult and a lack of knowledge from your side. An Emperor isn't a leader of Nations but kings. As you can see, Serbia has a large amount of land and includes few kingdoms: Serbian Kingdom, Bosnian Kingdom and a part of Greece.
As for unanimous vote, thats not true. You can be a self proclaimed Emperor and on the way be acknowledged by some realms, not as their Emperor but as the Emperor of Serbia for instance.
Like The Roman Empire (Byzantium) doesn't acknowledge The Holy Roman Empire.

So, your majesty, I understand you and I only think this could bean wrote in a different tone than you presented in the letter.
