Actually, in the past Hoern has decided, even resisting changes for which the council has voted in the past, and also implementing changes without reference to the council.

The ruler of the nation (and also the chancellors) have prerogative to propose changes.

The council ought to consider:
a) - are the the proposed changes silly? and if not,
b) - are they supported by historical evidence?

If the answer to the first question is "no" and to the second "yes", then the council ought to recommend/support the changes.

In exercising their prerogative, the rulers of a nation ought to be mindful to be a) and b).
