Rostov - Poland Peace Proposal      24.10.2011 12:22:37 --- 7 Months ago
QUOTE:
To all involved in the current conflict across Europe, the Roman Empire, and the Order:

I would like to start this letter by saying that I have received news from the Khazars that Poland is seeking peace, at least with them. Because Rostov were involved from the start in this conflict, I feel the obligation to try to negotiate a resolution acceptable to both sides, as a small war was spilled out of proportion and threatens to engulf the entire continent. I am glad that Poland has approached us with the honest intention for peace, even though it is a bit strange to ask our mercenaries and not us. However, after some consultation with our allies I have the following terms that I think will be satisfying to all involved. I hope that I keep everything in the spirit of the Polish letter to the Khazars:

Treaty to End the Current Conflict
1. Withdrawal of Poland and its allied forces from the lands east and west of the Polish borders with the quickest route possible.
2. Withdrawal of Rostov and allied forces from the territory of the Kingdom of Poland and allies to stop further escalation of the conflict.
3. All shires to be restored to pre-war status, with Kiev shires to be negotiated per point 8.
4. No reparations will be paid to any of sides involved in this agreement.
5. The treaty involves all the nations participating in the war and must be signed by all.
6. Every signatory nation will guarantee the peace and will be obliged to start a war against signatory nations that break the peace between the signatory states.
7. The peace will last for 3 KH years.
8. The issue with Kiev will be finally resolved with arbitration from the Roman Empire, however the following points are agreed upon in advance:
8.1 Kiev will remain orthodox and without Polish knights inside it, any Polish knights will be obliged to leave it 3 months after this treaty comes into effect.
8.2 Kiev will renounce any agreements with Poland for allied status and will guarantee that no such agreements will occur again in the next 5 years.
8.3 Kiev will be open to settlement by any Russian knights willing to do so.
8.4 Kiev will be provided with 500 silver from the Rostov treasury in order to rebuild its shires.
8.5 The ruler of Kiev will remain the same after an investigation performed by the Roman Empire on the charge that he is a Polish agent.
8.6 Any other decisions and the status of Kiev shires will be discussed between Kiev, Rostov, Smolensk, the Pechenegs, and the Roman Empire. In case of disagreement, the Roman Empire will provide arbitration and its opinion will be the final one.
9. This Peace Treaty is guaranteed by all sides involved and by the Roman Empire.

I would like to see the opinion of Poland and its allies, as well as the Roman Empire, on this treaty. I have the sincerest hopes that it will manage to bring lasting peace in Europe and to end this conflict that goes on for more than a year. I will be also happy if the Order could take the serious and honourable obligation to keep the peace in Europe and join this treaty.

To all concerned.

The Roman Empire applauds the initiative taken by Rostov in an attempt to end the current war, and looks forward to constructive engagement (including constructive criticism and counter proposals) from other involved parties.

The Roman Empire stands ready to undertake any mediation or arbitration role, such as that proposed.

To Valdemar von Vetinari, Foreign Minister of Rostov,

The Kingdom of Poland is ready to accept this treaty, hopefully together with it's allies, but there are some inconsistencies in this document. Especially point 4 and point 8.4 - this needs to be clarified. Also, we need to clarify what exactly should trigger a war if the treaty is broken, as it is also unclear. How much time will Rostov have to deliver the silver? Is not welcoming every single knight in Kiev also triggering the war? What about changing the religion in Rostov? There is many question marks here, and the Kingdom of Poland needs to fully understand the terms of this agreement before signing it.

WIth regards,
King Maria Leszczynska of Poland

To Poland and all parties in the current war:

A few clarifications as asked:

The 500 silver could be transferred to Kiev quite quickly once the war has ended, we have the money. We could do that in about as much time as it takes for one of our armies to return to the capital and then move back to Kiev, I guess about 1/2 to 1 KH years will be more than enough once we negotiate point 8. This sum is in no way reparation but a help towards rebuilding a new and reformed Kiev.

On the issue of knights – knights that are strikingly Polish like having Polish names are I think out of your question. If we have the doubt that a knight with non-Polish name is actually yours, we could easily lead a joint investigation with Smelgar on the issue and give him the arbitration powers for final judgment on the situation.

I think you have a mistake in your next question about changing the religion. I gather you mean Kiev and not Rostov – a decent ceremony about the conversion with Kiev taking part in it will be enough I gather (ooc – I mean that they should preferably do some RP about the change, Smelgar started that). I gather that the presence of Polish armies except in extraordinary circumstances in Kiev will also be considered a reason for war, although again I would suggest that consultation with Smelgar will have to be performed.

About triggering a war – any aggressive action (attack on core shires owned by those nations) from fractions on the Polish side (Poland, Lithuanua, Prussia, Sweden, Bavaria, Serbia, Hungary) against fractions on the Rostov side (Rostov, Smolensk, Pechenegs, Saxony, Croatia, Burgundy, Finland, England) and visa versa should trigger actions of all signatories against the nation that broke the agreement (I am in a hurry and I hope I haven’t missed anyone). Also, all signatories are bound by the same treaty in the same way not to exact revenge on any mercenaries involved in the conflict.

I hope these explanations are sufficient and if you have any questions regarding them please ask, once we have agreed on every issue I could sit down and write a new proposal.

To all parties involved

Innocent people of the Serbian Empire (Hungary), have once more been slaughtered for no reason from the same hand of the last war on which the treaty has been signed very recently.
Kingdom of Saxony and Croatia are no longer thought of civilized states by our side, thus no agreements can't be signed with barbaric peoples.

Clearly, treaties don't matter to some factions...

Yours truly,
Car Ljudislav

To Serbia:

I understand your concerns, however what I am trying to do is to end this bloodshed. You are not being very helpful by wanting a total war with the opposite side and by all accounts you are actively participating in the war, so I fail to see how exactly are you completely innocent. I cannot quite comprehend why you care so much about peasants when you yourself have just refused any way to establish peace and have a long list of pointless wars led by you that only drag other countries into more suffering. I hope you will show some understanding and let the peace process flow a bit more smoothly.

Also, Valdemar commented to himself, there is no such thing as a double negative in this language, at least to his knowledge.

Dear Car Ljudislav,

you have breached the same contract at the same time by attacking the Saxon shire of Javorniky (233) which is a clear violation of that contract as well. For further reasoning, have a look at our declaration:
