Messengers were sent to all the Catholic nations in the world, that the Cardinals and Bishops of those nations should travel to Rome for the Papal Elections to cast their vote for the new Pope in the Conclave. Every King, every katholic Nation should send one for voting the new Pope.

Bishop Fenwick of Gloucester had been appointed to represent the English branch of the Holy Roman Catholic Church in the Papal Elections in Rome.

There were other English clerics of higher rank, greater seniority or greater worth than Bishop Fenwick. But some had been caught unprepared by the call for the Papal Elections and were indispensably immersed in other tasks, while several more elderly churchmen felt, that in light of the great distance between England and Italy, they could not manage the arduous voyage.

So in the end it had fallen to Bishop Fenwick of Gloucester to make the journey, though his heretofore quiet life in his see in Gloucester had ill prepared him for such a weighty task. Nevertheless he had promptly commandeered a ship and set out towards Italy, taking only the his secretary and a few guards as a retinue in order to avoid any further delays. But the bishop's ship had found itself becalmed for a long stretch of the journey, so that when he finally arrived in Rome it was very late.

Was he still in time to reach the Conclave before the doors were closed? Not even pausing to get lodgings, he and his companions at once hurried off to the Vatican in all their dust.

The Vatican was easy enough to find, but once there Bishop Fenwick stood in bewilderment amidst the bustle. Finally he stopped a cleric hurrying past.
"Please I am newly come from England for the Conclave, would you be so kind to tell me where I must go?" He asked in accented Latin.

It is beginning with the arrival of the clergyman from the Catholic Nations. They went the right way on pilgrimage in the Castel Sant'Angelo. There they took at the beginning of the conclave in an exhibition in the small chapel of the venerable bastion of the faith part.
Norbert Valentine, the current first clergyman of the Catholic world, gave the devotional. They prayed the Rosary, praising God. After the holy devotion of Camalengo welcomed the various delegations of bishops and princes in the audience hall of the Holy See. He was presented to representatives of the synods, as they were introduced to him. And he raised his word.
"The Lord God has us here together. We are now determined in all his holy spirit, who was to become the successor of Peter. My noble Lords, I beg your speeches." Eagerly he looked now in the ranks of the nobles and Catholic gentlemen in the conclave.

Bishop Fenwick of Gloucester looked about him. Camerlengo Norbert Valentin had gathered those clergymen, who had arrived in the Vatican, in the audience hall of the Holy See. Bishop Fenwick could see Stjepan, Bishop of Croatia in the crowd.

But though Bishop Fenwick of Gloucester did not actually know any other bishops of other nations in person, judging from the number of people gathered, a great many had yet to be missing.

Finally, since no one else had yet answered the Camerlengo, Bishop Fenwick rose to speak:
"Your Eminence, I am but a humble servant of God from England. I was sent to the Holy See to participate in the Papal Elections, because other English clergymen of greater worth or higher rank were at the time unable to come.

However, I think that the religious representatives of other nations might have faced some difficulties in journeying to the Vatican, too, for many seem as yet to be absent. Or possibly the messengers, who were sent to those nations, met with some accident, as can easily happen on a long journey. Or,"
he sadly looked about him, "a lax hand on the reins of the leadership of the Church has made them neglectful of their duty.

May I suggest that we once again send messages to all those Catholic nations, whose religious representatives have not yet arrived here? They should be reminded that it is not merely their privilege and pleasure to attend this vote, but also their duty as members of the Holy Roman Catholic Church. The rulers of all Catholic nations, whose religious representatives have not arrived yet, must be reminded that as sons and daughters of the Church they owe all aid they can offer to their clergy in coming to the conclave!

Only apostates would stay away at a time so vital to the future of our Holy Mother Church. In refusing to attend this convocation, the clergy of those nations not merely renounce their vows of obedience in religious matters to the Papal States, they reject Christ himself. The Catholic rulers who, do not offer all due help, share in this apostasy.

I know you are a very busy man your Eminence, do you have any other Cardinals or Bishops in Rome, who would be willing, upon your orders, to write the many letters, that must be written? To once again urge the Catholic nations, neglectful of their duty, to send their representatives? And to point out the fate that will befall apostates, once the Papal States are once again led by a rightfully elected Pope?"
